More information is needed in order for anyone to suggest a camera - lens combination (though you are the best judge for the same).
You need to make a decision based on what form factor you look for in this particular project. If it is going to be a guerilla shoot and might not have permissions to shoot outdoors, you‘d better not go for an elaborate setup. Without much information about your bandwidth in post production, final platform to screen your documentary, the budget you are going to allocate for the production process and your shooting conditions, pretty difficult to suggest gear.
And once you work out what features you are looking for based on what’s available in terms of time and money, you’d have come up with a camera - lens combination that’s perfect for this particular project at this particular time.
Any camera you can use and about lense u can go with kit lens(18-55) and 50mm this would be much better..if you are coming up with a basic camera please do carry some gud light because it will be problem in low light. You'll face digital noise...

Agree with Saket. That being said, nowadays there's a good camera and gear available for every budget that you can think of! :)
